Woosley, Colonel US Army (Retired), Member of the ABSc Board of Advisors, has more than 35 years of leadership and executive experience in the US Army, the Intelligence Community and the Defense Industry and is a founding partner of Quanta Capital Partners.

Serving 26 years as a career Army Intelligence Officer, Mr. Woosley held numerous command and staff positions including;  Chief of Military Intelligence Branch, US Army Personnel Command, Commander  of a tactical Military Intelligence (SIGINT) Battalion, Commander  of a strategic Military Intelligence Brigade supporting the National Security Agency, Chief of the Initiatives Group for the Deputy Chief of Staff for Intelligence (G2) and as Chief of the Intelligence and Electronic Warfare Directorate/Force Development and Integration (DAMO-FDI) for the Army Deputy Chief of Staff for Operations  and Plans (G3). As the Senior Intelligence officer assigned to the G3, COL Woosley directed all Planning, Programming and Budgeting for tactical Intelligence programs valued at over $5 billion. He was responsible for the development of Congressional Budget Justification Books articulating Army Intelligence program objectives.

Mr. Woosley started his career in industry with the Battelle Memorial Institute and later spent ten years with Science Applications International Corporation (SAIC) as a Senior Vice President.  He lead the largest SAIC Operation  in the Pacific­ growing a contract  base valued at over $500M and supporting Air Operations Center (AOC), Intelligence, communications and logistics activities at nine Air Force, Army and Combatant Command locations around the Pacific Rim. As a market developer, Mr. Woosley successfully led SAIC efforts to identify and integrate new technologies into emerging ground ISR platforms.  Subsequent to SAIC, Woosley has been involved in creating four start-up defense technology companies.

COL (R) Woosley is a member of the Officer Candidate School Hall of Fame at Fort Benning, Georgia and is a recipient of the Military Intelligence Corps’ Knowlton Award. Woosley is a graduate of the University of Texas at Austin (BA), Texas A&M University (MA), the Defense Language Institute (Russian), the Army Command and General Staff College, the Armed Forces Staff College and the US Army War College.
