Use a local address on your profile and resume'. Even though you don't live there yet, it helps when employers search for potential candidates. If you do not presently have a dwelling in any particular city, ask a friend if you can use their address. If you have to, get a PO Box in the city you plan to move to. Many employers only look for local candidates, it's easier on them. So being a local (even before you are) helps your chances of getting that initial call.
Be aware of differences in wages, cost of living varies state to state. If you're moving from California to Mississippi you can expect the cost of living to be dramatically different. Know this and set reasonable expectations for what your wages will likely be in that area. Don't price yourself out of a market by having too high (or too low) expectations of pay range.
Let the recruiter or manager know, you are relocating. It is ok to be open with why you are moving. To be with family, friends? Change of pace? Having a specific reason is more comfortable to a potential employer than moving across country, "just because".
Expect to pay for the relocation yourself. While many companies do pay to move "Star employees" do not simply expect this. Furthermore if the job is worth the move, perhaps it's worth paying for the move to get the better job.
