'Conflict minerals' refers to minerals mined predominantly in the Democratic Republic of the Congo and adjoining countries where armed conflict is prevalent (the DRC Zone), and in conditions which abuse human rights. New rules concerning conflict minerals mandate that any US SEC regulated company, for which conflict minerals are necessary for the functionality or production of a product manufactured, should fully disclose whether its conflict minerals originated in the DRC Zone or not. This has been provisioned within the Dodd-Frank Wall Street Reform and Consumer Protection Act, which comes into effect in April 2011.
Minerals currently identified as conflict minerals include Columbite-tantalite, Cassiterite, Wolframite and Gold, although this list is expected to expand in the future. This regulation once effective, will present new challenges to companies' supply chain groups, as tracing minerals' sources will become a more uphill task, and the supply base is not obliged to address this issue.
