If either parent has an abusive criminal past government agencies will prohibit them from adopting children or even becoming foster parents.  When the criminal background check is done it must come back free of any crimes that involve violence toward others, any charges of child neglect, and fraud.  In addition to the parents, the adoption agency has the authority to require a background check of any adult that lives in the household.  During the qualification process even family members who do not live in the home may be interviewed.
