Statement by Fragrance Creators' President & CEO, Farah K. Ahmed, on the Release of President Biden's FY2024 Budget

WASHINGTON, March 10, 2023 (Newswire.com) - "Fragrance Creators welcomes the opportunity to join White House briefings on the President's budget and is actively advocating for appropriate funding of our key priorities. The budget must provide agencies with the tools and resources to implement priority issues for the fragrance industry. In particular, we take note of funding provisions for the Food and Drug Administration (FDA) and the Environmental Protection Agency (EPA).

"The Modernization of Cosmetics Regulations Act (MOCRA) was included in the FY2023 omnibus appropriations bill and signed into law by President Biden on Dec. 29, 2022. Before MOCRA, key statutory provisions authorizing FDA regulation of cosmetics had not been updated since 1938. It is critical that FDA's Office of Cosmetics and Colors and the agency's cosmetics program have adequate resources from day one to ensure MOCRA's regulatory implementation aligns with the needs of the 21st Century—regulations and oversight that advance safety, innovation, and consumer trust and access to a diverse and inclusive array of cosmetic and personal care products.

"Similarly, sufficient funding enables EPA to fully implement the Frank R. Lautenberg Chemical Safety for the 21st Century Act (LCSA). The Lautenberg Act is an important law that modernizes the way chemicals are regulated in the United States by amending the Toxic Substances Control Act (TSCA). Providing EPA with the resources it needs to implement LCSA and operate the TSCA program in a way that promotes environmental sustainability at the speed our planet needs while fostering a marketplace where a diverse array of responsible companies can compete, innovate, and thrive.
