Tax Haven Planned in Colorado

Tax-Free Shopping Destination Proposed for Made in USA Products. Location in Littleton, Colorado Would Be First Such Tax Haven for Consumers in the United States.

Made in USA products could be purchased tax-free under a first-in-the-nation economic plan forwarded to the Colorado General Assembly.

A special commercial zone for tax-free shopping would be designated for an existing trade area in Littleton, Colorado. Tax-free commerce could take place within the zone boundaries only. The Made in USA (MUSA) Zone is a powerful job creator that exempts from tax goods produced in Colorado and other US states and territories when sold within the zone.

The tax-free zone's policy structure contains aspects of business enterprise zones, which offer location-based tax incentives, and foreign trade zones, places where business activities can be conducted duty-free while in the US. The groundbreaking component of the new MUSA Zone is that only eligible goods and services may be traded within it.

The plan was developed by the tax policy expert-turned-entrepreneur Bert Waisanen. "This tax haven for Made in USA goods will turbo-charge US consumer demand and spur critically needed job creation," said Waisanen. "It's never been done before. Now is the time to take a quantum leap in economic development and create a new type of shopping destination."

No taxpayer dollars will be spent to operate the zone and no new bureaucracy is set up. The consumer is the direct beneficiary of the tax-free buying zone, and companies small and large that make US products will benefit from the new consumer demand. Imported products are not eligible for trade within the MUSA Zone. However, there is no impact to existing tax breaks or US market access that foreign corporations already enjoy.

"Instead of siphoning off our dollars to overseas tax havens and losing jobs through offshoring, the new Colorado tax haven is a bold move to reverse our economic ills and jumpstart growth immediately here in the USA," Waisanen continued. "We've asked that this legislation be placed on a fast track to enactment, and we offer our expertise to rapidly obtain qualified products and to operate the MUSA Zone at no cost to taxpayers."
