Two New Executives Appointed By HM Revenue & Customs

HM Revenue & Customs have appointed two new non-executive directors. They are Edward Troup who has been appointed tax assurance commissioner and Ian Barlow who is to become head non-executive director.

HM Revenue & Customs have appointed two new non-executive directors. They are Edward Troup who has been appointed tax assurance commissioner and Ian Barlow who is to become head non-executive director.

Edward Troup is currently HM Treasury's Director General for tax and welfare. He will be responsible for a variety of roles including providing tax assurance of large tax settlements, shaping tax policy strategy and professionalism. He is expected to sit on HMRC's executive committee and work closely with the chief executive of HM Revenue & Customs Lin Homer. Mr Troup is expected to take up his new role in August 2012 when he will be replacing Dave Hartnett, who is to retire in July 2012.

Edward Troup had previously worked at the Treasury between 1995 and 1997 where he was a special adviser. He joined the Treasury from the law firm Simmons & Simmons. After returning to Simmons & Simmons in 1997, he rejoined the Treasury seven years later as director of business
and indirect tax.

Ian Barlow, is currently chairman of WSP group and a director of Smith & Nephew and at the Brunner Investment Trust. He will be replacing Mike Clasper whose contract is due to expire. The position of head non-executive director is to replace the role of the chairman in accordance with the Code of Good Practice introduced by the Government in 2011.

David Gauke, the Exchequer Secretary said both Troup and Barlow 'bring specialist knowledge and an understanding of how HMRC speaks to the department'. He added 'Their wide experience will add depth and breath to HMRC's leadership at both executive and board level.'

Chief Executive Lin Homer said: "I am delighted to announce the appointment of Edward Troup to this substantial and challenging role. HMRC will greatly benefit from his considerable tax knowledge and legal expertise, and he will play a critical role in providing rigour and challenge within HMRC, in order to ensure the transparency and integrity of the UK tax system."

Ian Barlow said: "I am looking forward to building on the strategic vision developed by HMRC and Mike Clasper, and to supporting HMRC to meet its multiple objectives, including its obligations to its customers and stakeholders. The role of the Non-Executives is to be critical friends, both advising and encouraging HMRC's Executive in its delivery and holding it to account for its actions."
