The University of Missouri Law Professor's and the rest of the practicing Attorneys at Law should take a look at the technology being used in the United States and Missouri at this time.
It's being used illegally to target individuals. I suppose they would likely claim it can be done though the President has expressly ordered on television in front of the public that the US must follow The Geneva Convention and that there will be no torcher.
In the Convention Against Torcher it lays out the rules prohibiting use for prosecution through torcher, etc.
