The Internet back end since the invention of the Internet has been a U.S. controlled entity. Since the Snowden leaks revealed certain U.S. government secrets of espionage, there has been a successful p.r. push to take ICANN, the authority of the back end of the Internet, out of contract with the U.S. Chamber of Commerce and then under a multi-national authority.
